Introduction

Pradhan Mantri Jan Dhan Yojana (PMJDY) is the flagship program of the Government of India that was launched in August 2014 with a view/purpose to include the untouched masses of the country in the mainstream economy of the nation. This scheme of the government aims at financial inclusion of the maximum population of the country in order to empower them and thus break the shackles and the vicious cycle of poverty so they can also enjoy the benefits of the growth and development of the nation.

This scheme of the government was launched with the idea to ensure easy and affordable access to the financial services like banking services, deposit accounts, remittances, credit, insurance and pension

Features and Benefits of the PMJDY

This scheme of the government offers the citizens to open zero balance accounts with the participant banks (whether public sector banks or private sector banks). These accounts come with a host of benefits that the account holders can avail. Also, such account holders are eligible for some ancillary benefits. The details of such features and benefits are mentioned below.

  • This scheme is open for the citizens of India only.
  • The subscribers/account holders are eligible for interest at the rate of 4% on these accounts.
  • The scheme provides for accidental insurance cover of Rs. 1,00,000 to the existing account holders and Rs. 2,00,000 for new account holders or RuPay card holders that open an account under the scheme after 28th August, 2018. The main condition for such cover is the use of the RuPay cards across any of the banking mediums like (ATMs, POS, Branch, e-com etc.) at least once in 45 days.
  • The beneficiaries also get a life insurance cover of Rs. 30,000.
  • Overdraft facility to the extent of Rs. 10,000 subject to certain conditions laid down as per the scheme and no conditions attached for any overdraft up to Rs. 2,000.
  • Such overdraft facilities are available after the satisfactory operation of the account for at least 6 months and for only one account per household (preferably to the lady of the household).
  • Certain banks also issue cheque books to such account holders, however, such they have to fulfill the minimum criteria set by such banks, if any.
  • The scheme aims to target maximum population under its purview and hence the age limit under the scheme has been increased from the original criterion of 18 years – 60 years to the revised age criterion of 18 years – 65 years.
  • The account holders under this scheme are also eligible for a DBT (Direct Benefit Transfer) of all the other schemes of the government applicable to them like the Ujjwala Scheme, Saubhagya Scheme.
  • They are also given the benefits of easy money transfer across the country.
  • They are also provided with a mobile banking facility.

Documents required for opening an account under PMJDY

The government has provided a variety of documentation options for the citizens in order to ensure maximum outreach of the scheme and thereby the benefits that come along with it. The list of documents that the citizens can provide to open a zero balance account under the PMJDY is,

  • If the applicant has an Aadhaar Card/Aadhaar Number, then no other document is required. In case of change of address, a self certification of current address is sufficient.
  • In case the applicant does not have an Aadhaar Card, then any one of the following Officially Valid Documents (OVD) is required: Voter ID Card, Driving License, PAN Card, Passport & NREGA Card. If such documents contain the address of the applicant as well, then such document can serve both as "Proof of Identity and Address".
  • If the applicant does not have any of the "officially valid documents" mentioned above, but is categorized as 'low risk' by the banks, then such applicant can open a bank account by submitting any one of the following documents:
    • Identity Card with applicant's photograph issued by Central/State Government Departments, Statutory/Regulatory Authorities, Public Sector Undertakings, Scheduled Commercial Banks and Public Financial Institutions;
    • Letter issued by a gazetted officer, with a duly attested photograph of the person.

  • The scheme is open only for the citizens of the country to open an account under the PMJDY
  • The scheme is also open for minors above the age of 10 years.

FAQs

1. Where can a person open an account under the PMJDY scheme?

An applicant can open an account under the PMJDY scheme with any partner bank (private or public sector banks) or business correspondent’s kiosks.

2. Can a person open an account under the scheme even if they have no KYC documents?

A person can open an account under the scheme even without KYC documents. Such an account will be a ‘Small Account’.

3. What is a Small Account and its limitations?

Small Account is an account opened under the PMJDY scheme without any KYC documents but has the following limitations.

  • Aggregate of all credits in small accounts cannot exceed Rs. 1,00,000 in a financial year
  • Aggregate of all credits in small accounts cannot exceed Rs. 1,00,000 in a financial year in a month
  • Balance in the small account at any point of time cannot exceed Rs.50,000

4. Can a person open a joint account under the PMJDY?

Yes. The scheme allows a person to open a joint account.
