Introduction

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) was established with the objective to develop employability skills in rural underprivileged youth and place them in jobs that will give them regular monthly wages or above the minimum wages. It is one of the key initiatives of the Ministry of Rural Development, Government of India that seeks to promote rural livelihoods. It is a part of the National Rural Livelihood Mission (NRLM) - the Mission for poverty reduction called Aajeevika.

The scheme will strive to work with more than 55 million poor rural youth and develop their skills to be placed in sustainable employment. This scheme indirectly reduces poverty by promoting the Prime Minister's 'Make in India' campaign which offers employment to millions of individuals.

Key features of the DDU-GKY Initiative

The primary objective of the DDU-GKY Initiative is to reduce poverty by equipping the rural poor with skills required for employability so that they are placed in a job with regular wages.

The initiative works towards this objective by following these steps: 

  • Awareness building within the community on the opportunities
  • Identifying underprivileged rural youth 
  • Mobilizing rural youth who are interested
  • Counseling of youth and parents
  • Selection based on aptitude
  • Imparting knowledge, industry-linked skills and attitude that enhance employability
  • Providing jobs that can be verified through methods that can stand up to independent scrutiny, and which pays above minimum wages
  • Supporting the person so employed for sustainability after placement

What are the functions of the DDU-GKY Initiative?

The DDU_GKY Initiative implements the objective through a 3-tier Implementation Model.

  • The DDU-GKY National Unit at MoRD functions as the policy-making, technical support and facilitation agency.
  • The DDU-GKY State Missions provide implementation support; and 
  • The Project Implementing Agencies (PIAs) implement the programme through skilling and placement projects.

What are the benefits offered to candidates under the DDU-GKY Initiative?

DDU-GKY is a demand driven, placement linked, skill training initiative of the Ministry of Rural Development, Government of India. Working under NRLM, it facilitates skill development training and placement assistance to the rural youth to avail wage employment and thus, diversifying income and enabling a sustained upward movement out of poverty. DDU-GKY and its training partners act as a bridge between you and your aspirations.

How does DDU-GKY work?

  • DDU-GKY partners with Project Implementation Agencies (PIAs) who are private education and skill training experts and offers them financial assistance to start advanced, modern and well-equipped training centres.
  • These training centres will be equipped with qualified trainers who will train the candidates in a job-oriented skill and also train them in using computers, tablets, learning to talk in English and other such life-skills.
  • Once the candidates complete the training program, they will provide placement assistance to find a job with reputed organizations.
  • These training centres provide completely free training, with all necessary books & study material, a Tablet PC and uniforms.
  • In case of residential training centres, candidates will be given free accommodation and food. In non-residential training centres, they shall be reimbursed for to & fro expenses and one meal for every completed day in training.
  • Once the candidates are placed in a job, DDU-GKY will also pay them a salary top-up every month for 2-6 months depending upon where they are placed.
  • Candidates can always call their training centre or the migration support centre (in the city) set-up by DDU-GKY for any help, or services like registration of complaints, medical check-ups etc. even after months of joining a job.

Where to join DDU-GKY?

DDU-GKY has partnered with a number of PIAs to provide accessible training to the rural population. Candidates can find the list of training centres from the DDU-GKY website.

DDU-GKY has over 1,650 Training Centres across the country. It aims to add more than 2,000 Training Centres in the next 2-3 years, which will be operational and training people for various jobs.

Currently, DDU-GKY is providing training in more than 550 job-oriented trades. In the next 2-3 years, there will be more than 700 job roles to choose from, that will give the rural youth access to well-paying jobs in reputed organizations.

  • Candidates can enrol with their Gram Panchayat or Gram Rozgar Sewak, who in turn will recommend the nearby Training Centre or its mobilization staff to meet the candidates and offer counselling and guidance.
  • Candidates can also find a nearby training centre and contact them directly.
  • Candidates should first find a trade they want to learn, and the contact information of the training centre teaching the trade.
  • They can also register on Kaushal Panjee portal by clicking on "Apply Now" under "Candidate Registration".

Who are eligible to apply for a DDU-GKY Training Programme?

Any willing individual in the age group of 15 – 35 years is welcome to apply for the training programmes. Women have a slight age relaxation.

  • Women
  • Persons belonging to particularly vulnerable tribal groups (PVTGs)
  • Persons with disabilities (PWDs)
  • Transgender and other special groups (rehabilitated bonded labour, victims of trafficking, manual scavengers, trans-genders, HIV positive persons amongst others)

Is there any special concession for women or special categories?

Yes, there are some concession given: 

  • 50% funds earmarked for SCs and STs
  • 15% for minority groups
  • 3% for Persons with Disabilities
  • 33% are to be women in each training program

What are the skills available for training under the DDU-GKY Initiative?

What are the documents required to enrol into a training program?

Proof of Identity and Age

  • Aadhaar Card or Election ID Card or any government issued photo ID card 
  • Birth Certificate, if Date of Birth is not listed in the above Identity Card

Proof of Eligibility

  • BPL Card of self or your household (where name is also mentioned)
  • MGNREGA worker card of any member of the household, with a minimum of 15 days of completed work
  • Rashtriya Swasthya Bima Yojana (RSBY) card of the household 
  • Antyodaya Anna Yojana (AAY) or BPL PDS card of the household 
  • NRLM-Self Help Group identification or certificate for any member of the household

Proof if claiming reservation or relaxation in age limit:

  • SC/ST Certificate issued by competent authority, with any of the above 
  • Disability Certificate issued by a Registered Medical Practitioner, with any of the above

What are the benefits and entitlements offered to the candidates?

Completely free training at the training centre. There are no registration charges. There are no examination or certification charges. There are no placement charges.

Aadhaar Card or similar biometric Identification Card 

A Bank Account in the candidate’s name 

Completely free food and accommodation in a residential training program. 

Reimbursement of to & fro and meal cost, transferred directly to the candidate’s bank account.

Free uniform, books and learning material. 

Free access to a computer at the computer lab with a working internet, one computer per person.

Free access to a tablet PC at the training centre to use and learn. 

DDU-GKY Skill Training Certificate from NCVT or SSC upon successful completion of the training program.

Job Interviews and placement opportunities at no cost. And a job with a minimum salary of Rs. 6,000/- per month.

Post Placement salary top-up every month for 2-6 months as per:

  • If the candidates are placed in their State of Domicile, in a town smaller than their District HQ, then for 2 months, directly transferred to your bank account
  • If they are placed in their State of Domicile, in the District HQ or larger towns, then for 3 months, directly transferred to their bank account
  • If they are placed outside their State of Domicile, then for 6 months, directly transferred to their bank account

Free counselling and guidance from the training centre or Migration Support Centre.

In case of Industrial Internships, the candidates will get:

  • Rs. 4,500/- one time for travel to or from the placement to or from home, directly transferred to the bank account.
  • Rs. 5,000/- per month Stipend for 12 months from start of job directly transferred to the bank account. This will be paid only when the employer submits proof that the candidates are working in the job.
  • After 12 months of successful training, a job with a minimum salary of Rs. 10,000/- per month
