Introduction

Passport is a legal document issued under the Ministry of External Affairs to every citizen of our country. This document is the basis of travel outside the country and can be used as an identification document as well. The issue of passport will require the submission of certain basic documents as per the guidelines issued in this regard.

The issue of passport in case of Government Employees requires the application form to accompany the NOC (No Objection Certificate) or Identity Certificate (IC) that is issued by a Controlling Authority or Administrative Authority.

The Government of India has revised the application procedure for the passport of Government Employees or Employees of PSUs or Autonomous Bodies. The procedure of the passport application has been eased for such employees. The above notified employees can now apply for the passport by simply submitting the ‘Prior Intimation (PI)’ Letter. This helps such employees to streamline the application process and avoid unnecessary delays if the NOC or the IC is not received in time. Who can apply for a government employee passport?

The Ministry Of External Affairs governing the issue of passports states that any resident individual of the country can apply for a passport provided such individual is over the age of 18 years.

Government Employees can apply easily for the passport of the country. These employees include the following persons.

  • Central Government Employees
  • State Government Employees
  • Employees of PSUs
  • Employees of Autonomous Bodies like designated Universities [AMU, AIIMS, Indian Academy of Sciences (Bangalore), IIFT, etc.]

These applicants can apply for the passport as any other citizens of the country however, they will be required to provide certain additional documents for the passport application.

What are the documents needed for passport of government employees?

The application for Passport can be applied by Government Employees using the specified documents along with certain basic documents that are needed to be provided by all the applicants in general.

The details of such documents are mentioned below.

Identity Proof

The identity proof of the applicants can be either of the following documents that have the name, date of birth as well as basic details of the applicant

The applicants are also required to provide the documents pertaining to the current address of the applicant. These documents may be any of the following

Apart from the above documents, there are certain documents that are specific to the application made by any government employees mentioned above. These documents are to be submitted based on the type of police verification needed.

The details of such documents are provided below.

  • Pre-Police Verification 

A Copy of the PI (Prior Intimation) letter can be submitted by the applicant to the Controlling Authority or Administrative Authority.

  • Post Police Verification

NOC (No Objection Certificate) is also to be submitted. Such certificate is issued by the Controlling Authority or Administrative Authority

  • No Police Verification

The Identity Certificate (IC) which is issued by the Controlling Authority or Administrative Authority is also to be submitted as part of the documentation process.

The use of Prior Intimation (PI) Letter for the passport application of Government Employees has been recently introduced. This has reduced the time period and simplified the application process which is usually lengthy and time consuming. The No Objection Certificate or Identity Certificate is usually difficult to obtain. These documents are valid for a period of 6 months from the time they are issued.

Application Process of Passport for Government Employees

The passport application for any Government Employees or their family members is to be made as per the ordinary procedure as stated above. The privilege of walking in for a passport application appointment that was earlier available to the government employees and their family members is now revoked.

The passport application process for Government Employees is therefore similar to any other passport application passport for ordinary passports.

The applicant will have to first take an appointment for the application at the PSK and then submit an online application for the same along with all the relevant documents mentioned above. After that they will have to make the payment for the passport application through either of the online modes available to them.

The next step is to visit the selected PSK (Passport Seva Kendra) at the scheduled time. The applicant will have to be present in person at the selected time slot and then submit the downloaded application along with the copies of documents as requested by the PSK Officer.

The applicant will have to provide the necessary biometrics as per the guidelines of PSK for issue of passport.

If all the documents and application for passport is in order and all the formalities are duly adhered to by the applicant, the passport will be sanctioned to such applicant subject to police verification which will now be done later if Prior Intimation is submitted by the applicant.

The passport will then be duly sent to the applicant at the relevant address submitted by the applicant in the passport application.

What are the fees charged for passports of government employees?

The government has levied different charges for passports of government employees depending on various parameters. These parameters are mentioned above,

No Objection Certificate

NOC is the document that is issued by the Controlling Authority or the Administrative Authority. It is issued in the format of Annexure M. Despite providing the NOC, the passport for a government employee is issued only after the police verification is completed.

Prior Intimation (PI)

Prior Intimation letter is a newly revised available option that can be used by the Government Employees and their family members. This letter is in the format of Annexure N and is submitted prior to sending the passport application. It is essentially the intimation to the Controlling Authority sent by the applicant informing them of the passport application.

Identity Certificate

The Identity Certificate is also a document that is issued by the Controlling Authority or the Administrative Authority. This document is issued in the format of Annexure B. The issue of this document speeds up the passport issuing process as the procedure of police verification can be skipped upon submission of this document.
