Bhamashah Yojana

This scheme was named after the famous Bhamashah who was an army general, financier, a famous minister of the court and a close aide to Maharana Pratap. Bhamashah Yojana was initiated originally in the year 2008, and was one of the first direct benefit transfer schemes of the country. It aimed at social upliftment of the women of the state and to ensure that they get the benefit of the scheme directly. However, after 5 years of its launch, the scheme was paused due to many unforeseen complications in transferring the benefits under the scheme as well as tracking the recipients.

Some of the limitations faced under the original scheme are highlighted below.

• Multiple databases maintained by multiple agencies of the government leading to wastage of time and resources
• Lack of proper delivery channels
• Lack of basic infrastructure for IT setup
• Lack of proper system to identify the eligible beneficiaries and ensure no misuse of the benefits or wrongful allotment of scheme benefits to non-eligible applicants
• Absence of banking setup available to all the eligible applicants for availing the benefits under the scheme.
• Attitude of the society towards the women of the family not having any say with respect to financial matters or otherwise.

Due to many such reasons the scheme was paused in its 5th year and was sent for further scrutiny to remove all such obstacles and ensure that the objectives of this scheme are met in a better and more efficient manner.

Objectives of Bhamashah Yojana

Rajasthan Government had launched the scheme with the intent to empower the women of the state by ensuring financial and non-financial support for them and their family. This support was provided through the women of the family enabling them to have a better status as well as an opportunity to be hard in their families.

Some of the main objectives of this scheme are highlighted below.

• The first and foremost objective of the scheme is women empowerment.
• The scheme also aims to provide banking services to all the residents of the state.
• Another important objective of the scheme is to provide a common database for identifying the families and individuals eligible for such similar schemes.
• The scheme also aims to provide maximum transparency and accountability with respect to every aspect of the scheme.
• Apart from the above objectives, the key objective of the scheme is to provide direct benefit transfer to the eligible applicants.

Features of Bhamashah Yojana

Bhamashah Yojana provides many financial and non-financial benefits to the eligible applicants of the state. These benefits are credited directly in the account of the woman of the family giving them an opportunity to be heard and make decisions regarding their family welfare and future.

Some of the features and benefits under the scheme are mentioned below.

• The direct transfer of the benefits under the scheme reduces the chances of erosion of the funds allotted under the scheme and ensures that it reaches the correct beneficiary.
• The scheme provides a benefit of Rs. 2,000 to the eligible applicants in the name of the female of the household. Such monetary benefit is disbursed in two installments.
• The family members having a valid Aadhaar Card are eligible to get additional Rs. 100 per such member along with the amount mentioned above.
• Women holding the Bhamashah Cards can get rations from registered PDS shops with the help of the biometric system of the card.

The scheme also provides medical insurance ranging from Rs. 30,000 up to Rs. 3,00,000 towards medical treatment and emergencies in case of the poor and deprived people covered under the scheme.

Bhamashah Card

The benefit under the Bhamashah Yojana is disbursed through the Bhamashah Card. This card is in the nature of an ATM card. This card can be applied through online or offline modes. It is made in the name of the female of the household. Bhamashah Card can also be used as an identity card in the state of Rajasthan. Following are the details regarding the Bhamashah Card under this scheme.

• As mentioned above, the Bhamashah Card is like an ATM card.
• It is essential to have a bank account for securing a Bhamashah Card as it is issued by the bank to the account holder.
• The card is issued within 2 to 3 months of registration of all the members of the family.
• Registration of all the members of the family is necessary.
• Applicants will get a notification on their registered mobile number once the Bhamashah Card will be ready.
• These cards are equipped with a biometric identification system.
• Applicants can get the card through the local post office, ward supervisor, etc.

Eligibility for Bhamashah Yojana

The scheme is the State Government’s initiative to boost the socio-economic status of the females within the state as well as provide financial and non-financial benefits to the eligible individuals and families.

The eligibility for the purpose of this scheme is determined on the following basis.

• The applicant has to be a resident of the state of Rajasthan.
• Students that are enrolled in government colleges and schools are eligible for scholarships offered under the scheme.
• Any person (adult) trying to set up a new business and requires financial assistance for the same.
• A person requiring financial assistance for undergoing a treatment for any medical ailments.
• Any woman requiring financial or non-financial assistance for empowering herself and her family.

Documents Required for Bhamashah Yojana

Applicants need to submit certain documents in order to apply for the Bhamashah Card and the Bhamashah Yojana. These documents required to be submitted at the time of applying for the scheme are mentioned below.

• Application letter
• Birth Certificate
• Identity Proof of the applicant and all the family members
• Address Proof of the applicant and all the family members
• Ration Card
• Aadhaar Card
• Bank account details
• Utility Bills (electricity Bill/ Water Bill, etc.) 
• Caste Certificate of the applicant and all the family members
• Letter certifying the experience of the applicant (in case of Business)

Application Procedure for Bhamashah Yojana

Bhamashah Yojana of the State Government can be applied through online or offline modes.

Offline Application

The offline application process for this scheme is very simple. Eligible applicants can get the form for the scheme by visiting the nearest camp that is organized by the state government in every ward of the state. These camps are set in coordination with the Village Panchayat/Municipalities/Municipal Corporations in rural as well as urban areas.

Online Application

Online applications can be downloaded through the website of the State Government or through the official website of Bhamashah Yojana Scheme. Applicants have to fill the form with all the required details along with a nomination for the benefits under the scheme.

Online application includes application through the mobile application ‘Bhamashah Mobile Application’ launched by the State Government especially for this scheme. Applicants will have to first register on such mobile application and then duly fill the application form along with attaching the required supporting documents.
