Introduction

The Government of India launched the Sansad Adarsh Gram Yojana (SAGY) in the year 2014. The scheme focuses on the development of ‘Adarsh Grams’ or model villages. Under this scheme, each Member of Parliament (MPs) will be responsible for the socio-economic development as well as physical improvement in the infrastructure of villages.

MPs are required to achieve such improvements in 3 model villages by the end of the year 2019 and another 5 such villages by the end of the year 2024 (one in each year from 2019 to 2024). Therefore, in total, each Member of Parliament will be responsible for socio-economic and infrastructural development of 8 villages by the end of the year 2024.

Objectives of Sansad Adarsh Gram Yojana

The main objective of the scheme is to bring overall development to all the villages of the country and eventually build a better nation. Following is the list of objectives under the scheme as envisioned at its onset.

  • To initiate or undertake procedures that will lead to the overall development of the recognized Gram Panchayats
  • To improve the standard of living of the citizens of the country by way of following measures
    • providing them with better employment opportunities
    • improving the overall basic amenities at the very grass root level of the country
    • to increase the productivity and human development
    • increased social recruitment
    • reduction in the inequalities
    • correct access to the rights, privileges and power of the citizens
  • The scheme also aims to create effective development at local levels and effective local governance that can be used as a model to inspire the neighbouring villages or Gram Panchayats to strive for better development in their areas
  • To use the identified Adarsh Grams as training models for other Gram Panchayats

Key Factors in Selecting Villages for Sansad Adarsh Gram Yojana

The scheme has laid down certain parameters that can be used in selecting a village to be transformed into an Adarsh Gram or a model village. An MP has to abide by these rules while selecting a village for development.

  • The Gram Panchayat is the most simple and basic unit.
  • The population of each village selected under this scheme should be 3000-5000 people in the plain areas, whereas, 1000-3000 people in hilly regions, tribal regions or other difficult to reach areas.
  • The village to be selected by the Member of Parliament cannot be his/her own village or the village of his/her spouse.
  • Each MP will have to identify one Gram Panchayat out of the initial three which has to be taken up on immediate basis while the other two identified Gram Panchayats can be looked into at a later stage.
  • As per the scheme, a Lok Sabha MP will have to choose a Gram Panchayat that is from his/her own constituency.
  • A Rajya Sabha MP  of the State that he/she has been elected from will have to choose a Gram Panchayat from the rural area of any district of his/her choice.

  • Use of mobile based technology like payment apps, banking apps, etc.
  • Technology driven innovations to boost agricultural output
  • Technologies and innovations to boost employment opportunities in the village
  • Technological use in the construction of roads or bridges to provide better connectivity
  • Technologies relating to and leading to efficient water supply and effective sanitation measures, solid waste management, etc.

  • To promote transparency as well as accountability of actions thereby encouraging a very healthy and refreshing atmosphere or surrounding
