Documents Required for Applying a New Bharatgas Connection

Customers need to submit a set of documents to complete their application for a new connection. These documents are required for application to be filled and submitted in the physical form or the online application. The documents have to be scanned and uploaded in the JPG format or PDF format and the file size for each such document cannot exceed 500 KB for the application to be accepted and complete.

Eligibility Requirements for Bharatgas Agency

The eligibility requirements for a gas agency have been set by the Ministry of Petroleum and Natural Gas. These guidelines are applicable to all the agencies across the country irrespective of the brand.

Based on the above guidelines and the amendments thereafter, the applicable eligibility requirements for a person wanting to hold and operate Bharatgas Agency are detailed below.

  • The prerequisite for eligibility of a person is the residency status. Only resident Indians are allowed to apply for an agency of Bharatgas.
  • The educational qualification for eligibility is minimum passing of 10th standard examination or equivalent from a recognized board. However, if the applicant belongs to the Freedom Fighter (FF) category such criterion will not be applicable.
  • The age criterion set by the Ministry is minimum eligible age of 21 years and maximum eligible age of 60 years. The maximum age criterion will be determined as on the date of advertisement for distributorship. Furthermore, the age restrictions do not apply in case of areas that have been marked under the Freedom Fighter Category
  • The guidelines also state that the applicant has to be of sound mind and physically capable to run or look after the agency as well as cannot be convicted of any criminal offence or economic offence by any court of law.
  • The applicant will have to satisfy Multiple Dealership/Distributorship norms.
  • The applicant also cannot be eligible if such person is a signatory to distributorship/dealerships agreement that have been terminated on account of proven cases of malpractices or adulteration.
  • The guidelines also state that the applicant cannot be eligible to apply for the agency if the applicant is a family member of an employee of OMC as on date of application.
  • The Ministry has also laid down guidelines for the storage space or facility to be held by the applicant for being eligible to apply for an agency or distributorship. 
    • These guidelines state that the applicant has to own a plot of land that is of at least the minimum dimensions for construction of LPG godown based on the guidelines as on the last date of submission of application for distributorship (i.e. amendments to be considered).
    • The applicant can also hold a ready LPG cylinder storage godown (instead of a plot of land where the facility is to be constructed) as on the last date for submission of application for distributorship.

Basic Facilities required to set up an Agency or Distributorship

The Guidelines also specify the structure of the godown and the capacity requirements based on the location of the agency. Another key specifications mentioned in the guidelines relate to the details pertaining to the showroom of the distributor and the delivery facility for LPG cylinders.

Godown Specifications for Storage of LPG Cylinders

The most crucial requirement for storage of LPG cylinders in godown is that such premises have to be approved and licensed by the Petroleum and Explosives Safety organization (PESO). The Chief Controller of explosives from PESO has to approve the storage facility with regards to the following parameters of capacity based on its location

Besides the above specifications, the other important factors to be adhered to are,

  • The land that will be used for godown construction has to be plain
  • The land has to be in a nearby or adjacent plot
  • There should also not be any live overhead power transmission or telephone lines.
  • Such land should also be free from any canals or drainage or nallahs passing through it or below it.
  • The approach road to this facility also has to be a minimum 2.5 metres wide so as to enable access to the LPG cylinder truck. The approach road whether public or private has to be accessible without any hindrances for smooth transport of the LPG cylinders.

Showroom

The outer dimensions of the showroom have to be a minimum of 3 metre by 4.5 metre and as per the standard layout. Such premises have to be in a shop or land within the municipal limits of the location mentioned in the advertisement. If such advertisement is specific about the locality in the location details, such premises have to be made in the specified locality. This showroom has to be readily accessible to everyone through the approach road.

Delivery

In addition to the specification relating to the godown and the showroom requirements, the guidelines also specify that the distributor has to have a proper delivery system and delivery vehicles that will facilitate the seamless delivery of the LPG cylinders to the ultimate consumers.

Application and Selection Procedure for Bharatgas Agency Distributorship

The applications for agency can be made after an advertisement is posted in the newspapers as per the guidelines in this regard. The aspiring applicants can make an online application (for Shehri Vitrak) or by submitting a downloaded and duly filled application (for other locations) along with the required documents. Alternatively, the application for agency of Bharatgas is to be submitted by the eligible applicants on plain paper in the standard format

The applicant is allowed to make applications for multiple locations but for each such location a separate application has to be made along with requisite fees for each such location.

However, for a single location only one application is permissible. Multiple applications for a single location cannot be considered and such multiple applications will be clubbed into one. The fees paid for such multiple applications will stand forfeited.

After a thorough scrutiny of all the available applications, the selection for distributorship from among the eligible applications will be on the basis of a draw.

The tenure offered for the agency is for an initial period of 10 years. This tenure can be renewed upon evaluation by the Bharat Petroleum for blocks of 5 years each.
