How To Apply For A Central Government Contractor licence?

  • Visit the Contractors’ Enlistment Management System (CEMS) portal of the Central Public Works Department
  • Click on “Contractor’s Login”.
  • You can find “Register” under the New Applicant.
  • Enter your business name, mobile number, email, business PAN, and the given captcha, and click on “Register”.
  • A temporary password will be sent to your registered mobile number.
  • Login is your PAN and enters the temporary password.
  • Change the password once you log in.
  • Click on “Apply for fresh enlistment” for getting a Central Government Contractor licence.
  • Select the “class” and “category”. Please be careful in selecting the same as it cannot be changed and it determines the eligibility for contracts.
  • Fill in all the basic, business, financial, and statutory information and upload the scanned copy of the original documents.
  • The enlistment fee ranges from Rs 2,000 to Rs 5,000 for Horticulture and Rs 3,000 to Rs 40,000 for agriculture depending on the class of application. Pay the licence fee online through the Bharat Kosh website after saving and submitting the application form.

Works or Contracts That Can Be Obtained With A Central Government Contractor Licence

  • Construction, addition, alteration, repair, maintenance of a residential or non-residential structure (consisting of foundation, walls, floors, roofs, finishing, civil and electrical services, complete),
  • SITC electrical/E&M services and installations like rooftop solar plants, oxygen plants, etc.,
  • Construction of parking,
  • Construction of sewage, water, effluent treatment plant,
  • Horticulture works that include landscaping, plantation or transplantation of trees, grassing, nursery work, or maintenance of trees and lawns, floral interior/ exterior decoration, etc. but excluding standalone supply of seeds, saplings, good earth, manure, fertiliser, cut flowers, horticulture tools and equipment, labour, etc.
  • Infrastructure/road works consisting of the construction of roads including re-carpeting and road maintenance, bridges, flyovers, elevated road or rail corridor, the road over the bridge, foot over bridge, approaches of bridge or flyover, culvert, subway, underpass, tunnel, runway, sky-walk, river training work, other cross drainage works, etc. but excluding standalone earth filling and supply of related materials.
  • The contractor should apply for bids and tenders during the 5-year licence period. Else, the renewal or revival application will be summarily rejected.
